Nature and Scope of the Trust Activities

The TFCT was established to receive, hold, manage and administer the Trust Fund (the Trust's assets) for every charitable purpose directly or indirectly benefiting Tuhoe, which includes the relief of poverty, the advancement of education or religion, or any other matter beneficial to the community of Tuhoe and all members of Tuhoe irrespective of where they live.

The Trust is specifically restricted from applying its funds to non-charitable purposes. Any commercial activities in relation to the Trust's assets are to be undertaken by separate companies established for those purposes.

The nature and scope of the Trust's activities are defined by the Trust Deed, which are to:

  • Receive and hold settlement assets from Te Ohu Kai Moana Trustee Ltd
  • Receive distributions from Te Putea Whakatupu Trustee Ltd & Te Wai Maori Trustee Ltd
  • Enter agreements with other Mandated Iwi Organisations (where relevant)
  • Establish separate companies for fishing activities
  • Establish an Asset Holding Company (TFQL)
  • Perform the functions of a Mandated Iwi Organisation
  • Vote for members of Te Kawai Taumata (the Electoral College which appoints TOKM Directors)
  • Receive and hold aquaculture settlement assets
  • Not undertake commercial aquaculture except through a separate company


Other primary activities of the Trust are to:

  • Maintain a current register of members of Tuhoe
  • Work to register all members of Tuhoe

The Trustees recognise that the Trust's resources are limited and that there are other entities, government and non-government organisations, that have responsibilities to assist and support the social and economic development of Tuhoe. The Trustees are conscious of the need to avoid duplication and seeks to complement the Government's funding of social services for Tuhoe.
